IN reply to your letter dated the 1st instant, on the subject of the date for the opening of the Opium Commission, I am directed by the Secretary of State for India in Council to say that Lord Morley is prepared to accept the 1st February, as proposed by the American Government, but agrees with Sir E. Grey in deprecating any further postponement.
